Chapter 19. Census Data Advisory Committee

"Committee" defined
Sec. 1. As used in this chapter, "committee" refers to the censusdata advisory committee established by section 2 of this chapter.

Establishment of committee
Sec. 2. The census data advisory committee is established.

Number of members
Sec. 3. The committee consists of eight (8) members.

House of representatives appointees
Sec. 4. The speaker of the house of representatives shall appointfour (4) members of the committee. Two (2) of the membersappointed must be members of the house of representatives who arenot affiliated with the same political party. Not more than two (2) ofthe four (4) members appointed may be affiliated with the samepolitical party.

Senate appointees
Sec. 5. The president pro tempore of the senate shall appoint four(4) members of the committee. Two (2) of the members appointedmust be members of the senate who are not affiliated with the samepolitical party. Not more than two (2) of the four (4) membersappointed may be affiliated with the same political party.

Term of members
Sec. 6. Each member of the committee serves a term of three (3)years.

Vacating members' seats
Sec. 7. A member appointed under section 4 or 5 of this chaptervacates the member's seat on the committee when the member ceasesto be a member of the house of the general assembly that the memberrepresented when the member was appointed.As added by P.L.6-1990, SEC.1.

Vacancies
Sec. 8. The appointing authority shall fill a vacancy on thecommittee for the unexpired term.

Compensation of committee members
Sec. 9. Each member of the committee is entitled to receive thesame per diem, mileage, and travel allowances paid to individualswho serve as legislative and lay members, respectively, of interimstudy committees established by the legislative council.

Chairman
Sec. 10. The chairman of the legislative council shall appoint thechairman of the committee before August 1 of each year. Thechairman appointed under this section must be a member of thesenate or house of representatives.

Adoption of policies
Sec. 11. The legislative council may adopt policies to govern theactivity of the committee not otherwise provided for in this chapter.

Committee budget
Sec. 12. The legislative council shall establish a budget for thecommittee.

Committee expenses
Sec. 13. Subject to prior authorization of the legislative council,the expenses incurred by the committee in performing thecommittee's duties shall be paid from the funds appropriated to thecouncil.

Meetings
Sec. 14. The committee shall meet at the call of the chairman.

Sec. 15. A quorum for a meeting of the committee consists of five(5) members.

Votes required
Sec. 16. Five (5) affirmative votes are required for the committeeto take action.

Reports
Sec. 17. All reports of the committee are public records.

Staff and administrative services
Sec. 18. The legislative services agency shall provide staff andadministrative services for the committee.

Function of committee
Sec. 19. The committee shall do the following:
(1) Advise and assist the Bureau of the Census in thepreparation and organization of decennial census data for use bythe general assembly in reapportioning the following:
(A) The house of representatives of the general assembly.
(B) The senate of the general assembly.
(C) The United States House of Representatives.
(2) Work with the Bureau of the Census in defining theboundaries of census blocks in Indiana.
(3) Coordinate Indiana's efforts to obtain an accurate populationcount in each decennial census.
(4) Work with other state and federal agencies to assist in thelocal review program conducted in Indiana.
(5) Work with the code revision commission to preparelegislation for introduction in the regular session of the generalassembly that meets during the year of the effective date of thedecennial census under IC 1-1-3.5 to propose amendments toIndiana law to reflect the population information obtained as aresult of the decennial census.
(6) Study costs and other relevant aspects of acquisition by thestate of a geographic information system.
(7) Make recommendations concerning changes or amendmentsto IC 3 (the elections code) to the general assembly, includinglegislation for the implementation and administration of theHelp America Vote Act of 2002 (42 U.S.C. 15301 through15545).As added by P.L.6-1990, SEC.1.
