Establishment of commission
Sec. 1. The commission on military and veterans affairs isestablished.

Members; appointment; qualifications
Sec. 2. (a) The commission consists of twelve (12) membersappointed as follows:
(1) Four (4) members of the senate, not more than two (2) ofwhom may be affiliated with the same political party, to beappointed by the president pro tempore of the senate.
(2) Four (4) members of the house of representatives, not morethan two (2) of whom may be affiliated with the same politicalparty, to be appointed by the speaker of the house ofrepresentatives.
(3) Two (2) individuals who are not members of the generalassembly to be appointed by the president pro tempore of thesenate.
(4) Two (2) individuals who are not members of the generalassembly to be appointed by the speaker of the house ofrepresentatives.
(b) The individuals appointed under subsection (a)(3) and (a)(4)must be knowledgeable in veterans' issues.

Chairman; appointment
Sec. 3. The chairman of the legislative council shall appoint amember of the commission to serve as chairman. Whenever there isa new chairman of the legislative council, the new chairman mayremove the chairman of the commission and appoint anotherchairman.

Legislators' membership on commission contingent on continuedmembership in legislature
Sec. 4. If a legislative member of the commission ceases being amember of the chamber from which the member was appointed, themember ceases to be a member of the commission.

Removal of legislative members
Sec. 5. A legislative member of the commission may be removed
at any time by the appointing authority who appointed the legislativemember.

Vacancies
Sec. 6. If a vacancy exists on the commission, the appointingauthority who appointed the former member whose position hasbecome vacant shall appoint an individual to fill the vacancy.

Topics studied
Sec. 7. (a) The commission shall study the following:
(1) Matters relating to veterans and veterans' affairs.
(2) Matters relating to the active and reserve members of thearmed forces of the United States.
(b) The commission may study other topics assigned by thelegislative council or as directed by the commission's chairman.

Annual report
Sec. 8. The commission shall annually report the results of thecommission's study in an electronic format under IC 5-14-6 to thegeneral assembly before November 1.

Support staff; consultants
Sec. 9. (a) The legislative services agency shall provide staffsupport to the commission.
(b) The commission may employ consultants to assist with thestudy.

Per diem, mileage, and travel allowances
Sec. 10. Each member of the commission is entitled to receive thesame per diem, mileage, and travel allowances paid to individualswho serve as legislative and lay members, respectively, on interimstudy committees established by the legislative council.
