Chapter 25. Water Resources Study Committee

Establishment of committee
Sec. 1. The water resources study committee is established.

Membership; term of office; vacancy
Sec. 2. (a) The water resources study committee consists of twelve(12) members of the general assembly appointed as follows:
(1) Six (6) senators appointed by the president pro tempore ofthe senate in consultation with the minority leader of the senate,not more than three (3) of whom may be members of the samepolitical party.
(2) Six (6) representatives appointed by the speaker of thehouse of representatives in consultation with the minority leaderof the house of representatives, not more than three (3) of whommay be members of the same political party.
(b) The term of a member of the committee expires on December31 of the even-numbered year following the member's appointment.
(c) A vacancy on the committee shall be filled by appointment ofa replacement member for the unexpired term. The president protempore of the senate shall appoint a replacement for a senator andthe speaker of the house of representatives shall appoint areplacement for a representative.

Appointment of chairperson and vice chairperson
Sec. 3. The president pro tempore of the senate shall appoint amember of the committee to serve as chairperson of the committeeduring the first regular session of a general assembly and as vicechairperson during the second regular session. The speaker of thehouse of representatives shall appoint a member of the committee toserve as vice chairperson during the first regular session of a generalassembly and as chairperson during the second regular session.

Payment of per diem, mileage, and travel expenses
Sec. 4. Each member of the water resources study committee isentitled to receive the same per diem, mileage, and travel allowancespaid to members of the general assembly serving on interim studycommittees established by the legislative council.

Study of surface and ground water resources Sec. 5. The water resources study committee shall study and maymake recommendations concerning all matters relating to the surfaceand ground water resources of Indiana, including the following:
(1) The usage, quality, and quantity of water resources.
(2) Issues concerning diffused surface water, the commonenemy doctrine of law, and runoff.

Direction by legislative council
Sec. 6. The water resources study committee shall do thefollowing:
(1) Operate under the direction of the legislative council.
(2) Issue reports in an electronic format under IC 5-14-6 whendirected to do so by the legislative council.

Staff and administrative support
Sec. 7. Staff and administrative support for the water resourcesstudy committee shall be provided by the legislative services agency.
