    Chapter 5. Natural Resources Study Committee

Creation; membership
    
Sec. 1. (a) The natural resources study committee is established.The committee consists of eight (8) members of the generalassembly. The speaker of the house of representatives shall appointfour (4) members of the house of representatives, not more than two(2) of whom shall be of the same political party, as members of thecommittee, and the president pro tempore of the senate shall appointfour (4) members of the senate, not more than two (2) of whom shallbe of the same political party, as members of the committee.
    (b) The terms of the members expire at the election of the generalassembly next following the appointments, and any vacancyoccurring shall be filled by the appointing authority for the unexpiredterm.

Meetings; chairman, appointment
    
Sec. 2. The committee shall meet on call of the chairman not laterthan thirty (30) days following adjournment of the first session ofeach general assembly to organize; thereafter it shall meet at suchtimes as the chairman deems necessary. During the first regularsession of each general assembly, the chairman shall be appointed bythe speaker of the house and shall serve until the beginning of thesecond regular session of that general assembly when the chairmanduring the second regular session shall assume his duties after havingbeen appointed by the president pro tempore of the senate.

Duties
    
Sec. 3. The committee shall conduct a continuing study of thelaws relating to the department of natural resources to the end thatlegislation may be proposed to better serve the citizens of Indiana.The committee shall especially direct its attention to consultationswith representatives of the department of natural resources andcitizens of Indiana for the purpose of proposing legislation toaccomplish the following:
    (a) repeal of outmoded or unnecessary laws;
    (b) consolidation and restatement of existing laws;
    (c) improved coordination of state laws with federal laws; and
    (d) addition or amendment of laws that will further the purposefor which the department of natural resources was created.
    Further, the committee shall advise and assist the department ofnatural resources in programming its activities and in developing a

long-range plan for land acquisition, capital improvement anddevelopment of facilities.

Compensation; expenses
    
Sec. 5. The members of the committee shall serve withoutcompensation excepting that they shall be entitled to per diem forattendance at meetings and necessary travel allowance as providedby law for other legislative committees. The expenses of thecommittee shall be paid from funds appropriated to the legislativecouncil.
