    Chapter 20. Secondary Level Career and Technical Education

"Commission"
    
Sec. 1. As used in this chapter, "commission" refers to the Indianacommission for career and technical education of the department ofworkforce development established by IC 22-4.1-13-6.

"Career and technical education"
    
Sec. 2. As used in this chapter, "career and technical education"means any secondary level vocational, agricultural, occupational,manpower, or technical training or retraining that:
        (1) enhances an individual's career potential and furthereducation; and
        (2) is accessible to individuals who desire to explore and learnfor economic and personal growth leading to employmentopportunities.

State board; powers and duties
    
Sec. 3. (a) The state board shall do the following:
        (1) Establish and monitor the operation of secondary levelcareer and technical education in Indiana in accordance with thecomprehensive long range state plan developed by thecommission under IC 22-4.1-13-9.
        (2) Establish a list of approved secondary level career andtechnical education courses in accordance with the workforcepartnership plans under IC 22-4.1-14.
    (b) The state board may authorize the department, wheneverpractical or necessary, to assist in carrying out the duties prescribedby this chapter.
    (c) The state board shall do the following:
        (1) Implement, to the best of its ability, its career and technicaleducation plan prepared under section 4 of this chapter.
        (2) Investigate the funding of career and technical education ona cost basis.
        (3) Cooperate with the commission in implementing the longrange plan prepared by the commission under IC 22-4.1-13-9.

Biennial plan
    
Sec. 4. The state board shall biennially prepare a plan forimplementing career and technical education and shall submit theplan to the commission for its review and recommendations.

Recommendations of state board
    
Sec. 5. The state board shall make recommendations to thecommission on all secondary level career and technical education.

Legislative budget request
    
Sec. 6. Upon request of the budget director, the department shallprepare a legislative budget request for state and federal funds forcareer and technical education. The budget director shall determinethe period to be covered by the budget request. This budget requestshall be made available to the commission under IC 22-4.1-13-15before review by the budget committee.

State funds distribution
    
Sec. 7. The department shall distribute state funds made availablefor career and technical education that have been appropriated by thegeneral assembly in accordance with the general assemblyappropriation and the plan prepared by the state board under section4 of this chapter.

Attrition and persistence rates; report
    
Sec. 8. The state board shall develop a definition for and reportbiennially to the:
        (1) general assembly;
        (2) governor; and
        (3) commission;
on attrition and persistence rates by students enrolled in secondarycareer and technical education. A biennial report under this sectionto the general assembly must be in an electronic format underIC 5-14-6.

Rules; contracts for services
    
Sec. 9. The state board shall adopt rules under IC 4-22-2 and shallcontract for services whenever necessary to perform the dutiesimposed by this chapter in accordance with the plan developed undersection 4 of this chapter and approved by the commission.
