    Chapter 25. Committee on Educational Attitudes, Motivation, andParental Involvement

"Committee"
    
Sec. 1. As used in this chapter, "committee" refers to thecommittee on educational attitudes, motivation, and parentalinvolvement established by section 2 of this chapter.

IC 20-20-25-2
Establishment; duties
    
Sec. 2. The committee on educational attitudes, motivation, andparental involvement is established to do the following:
        (1) Study the attitudes of students toward the educationalprocess in public schools.
        (2) Develop methods to motivate students to learn.
        (3) Develop methods to create and maintain a positive publicperception within each community and within Indiana towardthe public schools.
        (4) Develop methods to encourage increased parental andcommunity involvement with the public schools.
        (5) Develop guidelines for the award of grants under section 6of this chapter.

Members; appointment; meetings; terms
    
Sec. 3. (a) The committee consists of fifteen (15) members.
    (b) The governor shall:
        (1) appoint the members upon the recommendation of the statesuperintendent; and
        (2) designate a member to serve as chair.
    (c) The chair shall call the meetings of the committee. Themembers serve two (2) year terms.

Members; per diem; expenses
    
Sec. 4. (a) The membership of the committee must includerepresentatives from the following:
        (1) The general assembly.
        (2) The department.
        (3) Business.
        (4) Labor.
        (5) Agriculture.
        (6) Parents of children who attend public schools.
        (7) Public school or school corporation administrators.
        (8) Certificated employees (as defined in IC 20-29-2-4) who are

teachers.
    (b) Each member of the committee who is not a state employee isnot entitled to the minimum salary per diem provided byIC 4-10-11-2.1(b). Such a member is, however, entitled toreimbursement for traveling expenses and other expenses actuallyincurred in connection with the member's duties, as provided in thestate travel policies and procedures established by the Indianadepartment of administration and approved by the budget agency.
    (c) Each member of the committee who is a state employee butwho is not a member of the general assembly is entitled toreimbursement for traveling expenses and other expenses actuallyincurred in connection with the member's duties, as provided in thestate travel policies and procedures established by the Indianadepartment of administration and approved by the budget agency.
    (d) Each member of the committee who is a member of thegeneral assembly is entitled to receive the same per diem, mileage,and travel allowances paid to members of the general assemblyserving on interim study committees established by the legislativecouncil.

Coordination of planning
    
Sec. 5. The state superintendent and the governor shall eachdesignate a staff member to coordinate the planning of thecommittee.

Application for grants; recommendations
    
Sec. 6. (a) A school corporation may apply to the department fora grant to expand or implement programs to do the following:
        (1) Improve student attitudes toward education.
        (2) Increase student motivation to pursue higher educationalgoals.
        (3) Increase community and parental involvement with the localschools.
    (b) The committee shall make recommendations to the departmentconcerning the award of grants under subsection (a).
