Chapter 26. Readiness Testing

Series of studies; authorization
Sec. 1. The board shall authorize a series of studies to beconducted by the department to determine a plan for reimbursingschool corporations for the costs of administering academic readinesstests to selected students in kindergarten, grade 1, and grade 2.

Plan to offer readiness tests
Sec. 2. The department shall develop a plan, based upon theresults of the studies, to offer readiness tests to school corporations.

Training concerning phonologic weakness
Sec. 4. (a) As used in this section, "phonologic weakness" meansa difficulty of constitutional or environmental origin which, if notstrengthened to adequate levels in the context of conventionalinstruction, results in difficulty in learning to read, write, spell, andrecall. Phonologic weakness underlies reading difficulty across race,ethnicity, and cultural and economic diversities.
(b) The department shall develop and implement a plan to:
(1) train teachers, especially the teachers directly involved inreading and language arts, about phonologic weakness and itsrole in reading development;
(2) determine which reading instruments can be used to detectphonologic weakness before formal reading instruction begins;
(3) determine which reading instruments can be used to assessstudent reading and spelling development; and
(4) apply the results of the assessment using readinginstruments to a child's instructional program.

Implementation
Sec. 5. (a) The department shall develop a technical assistancemanual necessary to implement this chapter. The department shalladopt reading instruments that a school shall use to assess studentreading and writing development.
(b) Each instrument adopted by the department under this section
must be based on scientific research concerning reading developmentand must have adequate reliability and validity.
