Chapter 29. Twenty-First Century Schools Pilot Program

Purpose
Sec. 1. The department shall establish a twenty-first centuryschools pilot program to do the following:
(1) Increase the involvement of parents, teachers,administrators, and local civic leaders in the operation of thelocal school.
(2) Provide more responsibility and flexibility in the governanceof schools at the local level.
(3) Encourage innovative and responsive management practicesin light of the social and economic problems in the community.
(4) Provide grants to schools selected by the department toimplement twenty-first century schools pilot programs.

Administration; surplus funds
Sec. 2. (a) The department shall administer the twenty-firstcentury schools pilot program.
(b) Unexpended money appropriated to the department for thedepartment's use in implementing the pilot program under thischapter at the end of a state fiscal year does not revert to the stategeneral fund but remains available to the department for thedepartment's continued use under this chapter.

Eligibility for grant
Sec. 3. To be eligible for selection as a twenty-first centuryschools pilot program grant recipient, a school must do thefollowing:
(1) Apply to the department for a grant, on forms provided bythe department, and include a detailed description of the schoolpilot program.
(2) Demonstrate a significant commitment by teachers, parents,and school administrators toward achieving positive outcomesin school activities.
(3) Establish a school/community improvement councilconsisting of parents of students, school personnel, andrepresentatives of the community.
(4) Comply with all other requirements set forth by thedepartment.

Eligible programs; content
Sec. 4. A pilot program eligible to be funded under this chapter
must include all of the following:
(1) School based management models.
(2) Parental involvement strategies.
(3) Innovative integration of curricula, individualized educationprograms, nonstandard courses, or textbook adoption in theschool improvement plan described under IC 20-31-4-6(6).
(4) Training for participants to become effective members onschool/community improvement councils.

State imposed standards; waiver
Sec. 5. To encourage participation in the pilot program by localschools, a school corporation that is selected to participate in thepilot program is not required to comply with certain state imposedstandards as determined by the department with the consent of thestate board.

Selection of participants
Sec. 6. Upon review of the applications submitted by schoolsunder section 3 of this chapter, the department shall select theschools to participate in the twenty-first century schools pilotprogram.

Report
Sec. 7. Each participating school shall prepare a written report tobe submitted to the department that includes the findings,conclusions, and recommendations of the school concerning thetwenty-first century schools pilot program.

Guidelines
Sec. 8. The department shall develop guidelines necessary toimplement this chapter.
