Chapter 36.1. Indiana Concurrent Enrollment Partnership

"Concurrent enrollment partnership"
Sec. 1. As used in this chapter, "concurrent enrollmentpartnership" refers to the Indiana concurrent enrollment partnershipestablished by section 2 of this chapter.

Duties; reports; recommendations
Sec. 2. (a) The Indiana concurrent enrollment partnership isestablished to foster innovation and collaboration among stateeducational institutions and school corporations. The partnershipshall:
(1) organize the concurrent enrollment partnership;
(2) establish unified rigorous academic standards andassessment requirements and share best practices that complywith appropriate national accreditation standards for concurrentenrollment programs under IC 21-43-5;
(3) coordinate outreach and recruitment of Indiana students andteachers to participate in concurrent enrollment programs;
(4) develop a plan to expand the dual enrollment program toevery high school in Indiana as required under IC 20-30-10-4 bythe 2010-2011 school year;
(5) before December 1, 2008, develop a fiscal analysis andmake recommendations to the department, the budgetcommittee, and the general assembly to make two (2) dualenrollment courses available without tuition and fees or atreduced tuition and fees to students in grades 11 and 12beginning with the 2010-2011 school year;
(6) develop and submit an annual report on the programs listedunder IC 21-43-5-4(a) to the department of education and thecommission for higher education before July 1 of each year; and
(7) offer recommendations on concurrent enrollment matters asrequested by the state board and the commission for highereducation.
(b) The report required under subsection (a)(6) must include thefollowing information:
(1) An assessment of the academic standards required by theprograms.
(2) Student performance under the programs.
(3) College attainment for students enrolled in the programs.
(4) Program costs.
(5) Student demand for the programs.
(6) Demographic information for students in the programs.
(7) The cost of, access to, and ease of transfer of courses in theprograms.

Membership
Sec. 3. Membership in the concurrent enrollment partnership mustinclude the following:
(1) Concurrent enrollment directors from each state educationalinstitution that participates in the dual enrollment partnership.
(2) An individual appointed by the state superintendent.
(3) An individual appointed by the commission for highereducation.
(4) A public school superintendent appointed by the statesuperintendent.
(5) A representative of the Indiana Non-Public EducationAssociation appointed by the state superintendent.
(6) A school board member appointed by the statesuperintendent.
(7) A representative of the Independent Colleges of Indiana.
(8) A high school teacher participating in a concurrentenrollment program appointed by the state superintendent.
(9) A high school guidance counselor appointed by the statesuperintendent.
(10) An individual representing the Center of Excellence inLeadership of Learning appointed by the state superintendent.

Chair
Sec. 4. (a) The chair of the concurrent enrollment partnershipshall be elected by a majority of all dual enrollment partnershipmembers at the initial meeting of the partnership.
(b) The chair shall call the meetings of the partnership.

Commission for higher education; support
Sec. 5. The commission for higher education shall provide supportfor the concurrent enrollment partnership.

Sec. 6. This chapter expires July 1, 2009.
