Chapter 7. Student Educational Achievement Grants

"Fund"
Sec. 2. As used in this chapter, "fund" refers to the studenteducational achievement fund established by section 4 of thischapter.

"Grant"
Sec. 3. As used in this chapter, "grant" refers to a studenteducational achievement grant from the fund.

Student educational achievement fund
Sec. 4. (a) The student educational achievement fund isestablished to provide funds to stimulate and recognize improvedstudent performance in meeting academic standards under the ISTEPprogram. The fund is administered by the department.
(b) The fund consists of appropriations from the generalassembly.
(c) Money in the fund at the end of a state fiscal year does notrevert to the state general fund.

Amount of funds available for grants
Sec. 5. The general assembly shall determine the statewideamount available for grants in appropriations during a biennium. Themaximum amount available to a school is determined by referencingthe number of full-time certified teaching positions for the school.The department, under the direction of the state superintendent, shalldetermine the available amounts and distribute the grants earned.

System for grant distribution
Sec. 6. The education roundtable shall recommend to the stateboard a system for awarding and distributing grants under thischapter. A system recommended under this section must be based ongraduated levels of improvement based on ISTEP program standardsand other assessments recommended and approved by the education
roundtable.

Use of assessment data
Sec. 7. (a) The education roundtable shall study the use ofindividual student assessment data:
(1) to implement this chapter;
(2) to analyze student performance over time on variousassessments; and
(3) for other purposes developed by the roundtable.
(b) Any recommendation of the education roundtable concerningthe use of individual student assessment data must be tested in a pilotproject before the recommendation may be implemented on astatewide basis.
