Budget; review; recommendations
    Sec. 1. The commission for higher education shall review thebudget request of the commission and make recommendations to thegovernor and the general assembly concerning appropriations to thecommission. In making the review, the commission for highereducation may request and shall receive complete informationconcerning all receipts and all expenditures from the commission.
