    Sec. 1. The commission is a public institution for purposes ofIC 5-11-1 and subject to the jurisdiction of the state board ofaccounts as provided in IC 5-11-1.

Application of IC 4-13-1, IC 4-13-2, IC 4-13.6, and IC 5-22 to thecommission
    Sec. 2. IC 4-13-1, IC 4-13-2, IC 4-13.6, and IC 5-22 apply to thecommission to the same extent these provisions apply to stateeducational institutions.

Application of section; procurement contracts; trust bid; proposalor quotation
    Sec. 3. (a) This section applies whenever a contract for theprocurement of property for the commission is awarded byacceptance of bids, proposals, or quotations.
    (b) A bid, proposal, or quotation submitted by a trust (as definedin IC 30-4-1-1(a)) must identify each:
        (1) beneficiary of the trust; and
        (2) settlor empowered to revoke or modify the trust.

Powers of commission
    Sec. 4. The commission may:
        (1) designate and employ an executive officer and necessaryemployees;
        (2) designate the titles of the executive officer and necessaryemployees; and
        (3) fix the compensation in terms of the employment.
