    Sec. 3. The board of trustees may promulgate rules andregulations.

Board; powers
    Sec. 4. The board of trustees possesses all power not otherwisespecified by law in order to efficiently operate the affairs of BallState University.

Diversity committee
    Sec. 5. (a) The board of trustees shall create a diversity committeeto do the following:
        (1) Review and recommend faculty employment policiesconcerning diversity issues.
        (2) Review faculty and administration personnel complaintsconcerning diversity issues.
        (3) Make recommendations to promote and maintain culturaldiversity among faculty members.
        (4) Make recommendations to promote recruitment andretention of minority students.
    (b) The diversity committee shall issue an annual report statingthe findings, conclusions, and recommendations of the committee tothe board of trustees.
