Duty to collect recycled paper products
    Sec. 1. A state educational institution shall, when economicallyfeasible, make reasonable efforts to collect the recyclable paper thatthe state educational institution uses.

Procurement of recycled paper products
    Sec. 2. A state educational institution shall procure recycled paperproducts if:
        (1) the recycled paper products are available; and
        (2) it is economically feasible for the state educationalinstitution to use the recycled paper products.
