    Chapter 1. General Provisions; Definitions

Definitions
    
Sec. 1. The definitions in this chapter apply throughout thisarticle.

IC 21-38-1-2
"Compensation"
    
Sec. 2. "Compensation" means the sum of the following:
        (1) The fiscal year salary received by an employee.
        (2) An amount not to exceed two thousand dollars ($2,000)received from the state educational institution in contemplationof the employee's retirement, including severance pay,termination pay, retirement bonus, or commutation of sick leaveor personal leave.

"Council"
    
Sec. 3. "Council" refers to the Indiana excellence in teachingcouncil.

"Covered individual"
    
Sec. 4. "Covered individual" means an individual entitled tocoverage under an employee health plan.

IC 21-38-1-5
"Distinguished teacher"
    
Sec. 5. "Distinguished teacher" means an individual who:
        (1) has demonstrated excellence in teaching as judged by theindividual's students and peers; and
        (2) is or will be employed in a full-time faculty position at astate educational institution.

"Early intervention services"
    
Sec. 6. "Early intervention services" means services provided to

a first steps child under IC 12-12.7-2 and 20 U.S.C. 1432(4).

"Employee"
    
Sec. 7. "Employee" refers to an employee of a state educationalinstitution.

IC 21-38-1-8
"Employee health plan"
    
Sec. 8. "Employee health plan" means:
        (1) a program of self-insurance established and maintained bya state educational institution to cover the provision of healthcare services (as defined in IC 27-8-11-1) to the institution'semployees;
        (2) a group contract entered into or renewed by a stateeducational institution with a health maintenance organization(as defined in IC 27-13-1-19) to provide services to employeesof the state educational institution; or
        (3) a policy of accident and sickness insurance (as defined inIC 27-8-5-1) issued or renewed on a group basis to a stateeducational institution to provide coverage for employees of thestate educational institution.

"Endowment"
    
Sec. 9. "Endowment" refers to an endowment described inIC 21-38-8-2.

IC 21-38-1-10
"First steps child"
    
Sec. 10. "First steps child" means an infant or toddler from birththrough two (2) years of age who is enrolled in the Indiana first stepsprogram and is a covered individual.

"First steps program"
    
Sec. 11. "First steps program" means the program establishedunder IC 12-12.7-2 and 20 U.S.C. 1431 et seq. to meet the needs of:
        (1) children who are eligible for early intervention services; and
        (2) families of children who are eligible for early interventionservices.
The term includes the coordination of all available federal, state,local, and private resources available to provide early interventionservices within Indiana.

"Foundation"
    
Sec. 12. "Foundation" refers to a tax exempt foundation related toa state educational institution.

IC 21-38-1-13
"Fund"
    
Sec. 13. "Fund":
        (1) for purposes of IC 21-38-7, refers to the Indiana stateteachers' retirement fund established by IC 5-10.4-2-1; and
        (2) for purposes of IC 21-38-8, refers to the Indiana excellencein teaching endowment established under IC 21-38-8-2.

IC 21-38-1-14
"Fund member"
    
Sec. 14. "Fund member", for purposes of IC 21-38-7, means anindividual who qualifies for membership in the fund described insection 13(1) of this chapter under IC 5-10.4-4-1.

IC 21-38-1-15
"Retirement benefit system"
    
Sec. 15. "Retirement benefit system" means a retirement benefitsystem established under IC 21-38-7 by a state educational institutionafter June 30, 1980.
