Status of students and faculty intact
Sec. 1. Sections 2 through 5 of this chapter may not be construedto discourage or disparage the status of students, faculty, and otherpersons or the valid concerns of the public in matters of policy andof management of a state educational institution.

Authority to govern by regulations
Sec. 2. (a) This section applies to the board of trustees of thefollowing state educational institutions:
(1) Ball State University.
(2) Indiana University.
(3) Indiana State University.
(4) Purdue University.
(5) University of Southern Indiana.
(b) The board of trustees of a state educational institution maygovern, by regulation and other means, the conduct of students,faculty, employees, and others while upon the property owned, used,or occupied by the state educational institution.

Authority to govern by lawful means
Sec. 3. (a) This section applies to the board of trustees of thefollowing state educational institutions:
(1) Ball State University.
(2) Indiana University.
(3) Indiana State University.
(4) Purdue University.
(5) University of Southern Indiana.
(b) The board of trustees of a state educational institution maygovern, by lawful means, the conduct of the state educationalinstitution's students, faculty, and employees, wherever the conductmight occur, to prevent unlawful or objectionable acts that:
(1) seriously threaten the ability of the state educationalinstitution to maintain the state educational institution'sfacilities; or
(2) violate the reasonable rules and standards of the stateeducational institution designed to protect the academiccommunity from unlawful conduct or conduct presenting aserious threat to person or property of the academic community.

Authority to punish violators of the institution's rules and
standards of conduct
Sec. 4. (a) This section applies to the board of trustees of thefollowing state educational institutions:
(1) Ball State University.
(2) Indiana University.
(3) Indiana State University.
(4) Purdue University.
(5) University of Southern Indiana.
(b) The board of trustees of a state educational institution maydismiss, suspend, or otherwise punish any student, faculty member,or employee of the state educational institution who violates theinstitution's rules or standards of conduct, after determination of guiltby lawful proceedings.

Violation of rules of institution; punishment
Sec. 5. (a) This section applies to the board of trustees of thefollowing state educational institutions:
(1) Ball State University.
(2) Indiana University.
(3) Indiana State University.
(4) Purdue University.
(5) University of Southern Indiana.
(b) Conduct that constitutes a violation of the rules of the stateeducational institution may be punished, after determination of guiltby lawful procedures, without regard to whether the conduct alsoconstitutes an offense under the criminal laws of any state or of theUnited States or whether it might result in civil liability of theviolator to other persons.

Ball State University board; power to set fines and penalties
Sec. 6. The board of trustees of Ball State University may setfines and penalties.

Powers of Indiana University faculty
Sec. 7. The faculty of Indiana University may do the following:
(1) Enforce the regulations adopted by the board of trustees ofIndiana University for the government of the students.
(2) To carry out subdivision (1):
(A) reward and censure students; and
(B) suspend students who continue to violate the regulationsadopted under subdivision (1) until a determination of theboard of trustees concerning the students can be made.

University of Southern Indiana; power to set fines and penalties
Sec. 8. The University of Southern Indiana may set fines and othersanctions for noncompliance with a University of Southern Indianacontract or rule.

Vincennes University board; duties
Sec. 9. The board of trustees of Vincennes University shall:
(1) make ordinances for the government and discipline ofVincennes University;
(2) examine the state of education and discipline at VincennesUniversity; and
(3) make a yearly report of the items described in subdivisions(1) and (2) to the general assembly in an electronic formatunder IC 5-14-6.

Vincennes University faculty; power to enforce rules andregulations adopted by the board
Sec. 10. The faculty of Vincennes University may enforce therules and regulations adopted by the board of trustees for thegovernment and discipline of Vincennes University.
