    Chapter 5. Statewide Core Transfer Library; Degree ProgramArticulation Agreement

Core transfer library of courses
    
Sec. 1. The commission for higher education may establish, withthe assistance of the committee on statewide transfer andarticulation, a statewide core transfer library of at least seventy (70)courses that are transferable on all campuses of the state educationalinstitutions in accordance with the principles in section 4 of thischapter.

Articulation agreements for degree programs
    
Sec. 2. The commission for higher education may establish, withthe assistance of the committee on statewide transfer andarticulation, articulation agreements for at least twelve (12) degreeprograms:
        (1) for which articulation agreements apply to any campus inthe Ivy Tech Community College system and to VincennesUniversity; and
        (2) that draw from liberal arts and the technical, professional,and occupational fields.

Powers of commission
    
Sec. 3. The commission for higher education shall exercise itspowers and duties under this chapter to facilitate the use of:
        (1) the core transfer library at state educational institutions; and
        (2) articulation degree programs at Ivy Tech CommunityCollege and Vincennes University.

Core transfer library; principles
    
Sec. 4. The core transfer library shall be developed in accordancewith the following principles:
        (1) Each course in the core transfer library must transfer in andapply toward meeting degree requirements in the same way asthe receiving state educational institution's equivalent course.
        (2) Courses in the core transfer library must draw primarilyfrom the liberal arts but must include introductory orfoundational courses in technical, professional, andoccupational fields.
        (3) At least seventy (70) courses must be identified forinclusion in the core transfer library. The identified coursesmust emphasize the courses most frequently taken by

undergraduates.
        (4) With respect to core transfer library courses beingtransferred from a state educational institution to IndianaUniversity or Purdue University, Indiana University and PurdueUniversity must identify transfer equivalents so that a courseaccepted by one (1) regional campus is accepted by all otherregional campuses that offer the same transfer equivalentcourse.
        (5) Within the Indiana University system and Purdue Universitysystem, equivalent courses, including courses with the samecourse number and title, must count in the same way at allcampuses within the system where the course is offered.

Rules
    
Sec. 5. The commission for higher education shall adopt rulesunder IC 4-22-2 and prescribe procedures to facilitate the use of thecore transfer library, including designating courses in the coursetransfer library in the materials that colleges and universities use tocommunicate widely with students, such as online catalogs andcourse schedules.

Sec. 6. The commission for higher education shall adopt rulesunder IC 4-22-2 and prescribe procedures to facilitate the use of thearticulation degree programs at Ivy Tech Community College andVincennes University.
