Animal disease diagnostic laboratory; establishment
    
Sec. 1. The animal disease diagnostic laboratory is established atPurdue University in West Lafayette, Indiana, with a branchlaboratory in Dubois County.

Purpose
    
Sec. 2. The purpose of the animal disease diagnostic laboratory isto:
        (1) aid Indiana residents in the diagnosis of diseases ofdomestic animals by developing and applying acceptedlaboratory techniques and methods of diagnosis with a primaryemphasis on cases submitted after a field diagnosis of aclinically apparent disease; and
        (2) add to the wealth of Indiana by aiding the Indiana stateboard of animal health in the prevention, control, anderadication of diseases of domestic animals.

Purdue University; administration of laboratory
    
Sec. 3. (a) The board of trustees of Purdue University shall:
        (1) administer, manage, and control the laboratory; and
        (2) appoint the director of the laboratory.
    (b) Subject to the approval of the board of trustees of PurdueUniversity, the director of the laboratory shall make all appointmentsof personnel required to operate the laboratory efficiently.

Services provided without fees
    
Sec. 4. The services of the laboratory must be furnished to anyIndiana resident without charge for the services required by the rulesof the Indiana state board of animal health.

State board of animal health; requests for funding increases andpolicy changes; fees
    
Sec. 5. (a) Requests for any increases in funds for the expansionor other alteration of the facilities of the laboratory including:
        (1) all changes in policies, including approval of a charge forany services furnished by the laboratory or the level of thecharges; or
        (2) the establishment of branch laboratories;must originate from the Indiana state board of animal health, subjectto the written approval of the treasurer of Purdue University.
    (b) The proceeds from the fees under this chapter may not be usedfor faculty salaries. All fees collected must be deposited into aseparate fund within the treasury of Purdue University.

Expenses; funding
    
Sec. 6. (a) The expense of operating and maintaining thelaboratory must be paid from funds appropriated for theadministration of the Indiana state board of animal health.
    (b) All funds used for the operating and maintaining of thelaboratory shall be used by the board of trustees of Purdue Universityout of funds appropriated to the Indiana state board of animal health,subject to the approval of the Indiana state board of animal health.
    (c) Money collected from fees charged under this chapter shall beused by the board of trustees of Purdue University to carry out thepurpose of this chapter.
