Cooperative extension service; county office; appropriations bycounty for staff and office expenses
Sec. 1. (a) The office of the cooperative extension service isestablished in each county.
(b) Each county council shall annually appropriate the amount ofmoney that the county council considers necessary to pay secretarialand clerical employees, travel expenses of the county cooperativeextension service educators, rent, office supplies, equipment, andincidental expenses. Each county council may appropriate additionalmoney for the salaries and other personnel costs of the countycooperative extension service educators.

Cooperative extension administrators and educators
Sec. 2. (a) Each county cooperative extension service must haveone (1) administrator and may have other staff members inagriculture, home economics, youth, and other subject matterspecialties.
(b) The director of the state cooperative extension service ofPurdue University, with the approval of the president and board oftrustees of Purdue University, shall appoint all county cooperativeextension service personnel. These appointees are members of thePurdue University staff. When the county cooperative extensionservice personnel appointments are made, the state shall pay PurdueUniversity for the state cooperative extension service the sumsappropriated in the biennial budget to maintain staff in each county.The state cooperative extension service shall pay to the countycooperative extension service educators, as a part of their salaries, atleast the sum paid by the state to Purdue University for cooperativeextension service educator salaries.

State cooperative extension service; duties
Sec. 3. Each county cooperative extension service educator underthe supervision of the state cooperative extension service of PurdueUniversity shall do the following:
(1) Provide and carry on educational programs in agriculturalproduction, home economics, family living, management,public affairs, community development, and recreation.
(2) Assist other university programs of education, research, andassistance established for the welfare of Indiana residents.
(3) Conduct 4-H club and other work with youth.
(4) Give information and advice to producers, distributors, andconsumers regarding production, processing, marketing, and use
of agricultural products.
(5) Give advice and technical assistance concerning soil fertilityand other natural resources.
(6) Cooperate with farmers, farmers' organizations, homeeconomics organizations, and other rural and urbanorganizations.

Cooperative extension educators; federal matching funds
Sec. 4. (a) All claims covering the salaries and travel expenses ofcounty cooperative extension service educators that are payable fromcounty funds must be submitted monthly to the state cooperativeextension service of Purdue University for approval for matchingfederal funds. The county cooperative extension service educatorsmay file any approved claims with the county auditor. The countyauditor shall draw a warrant on the county treasury for the paymentof approved claims.
(b) All claims covering other expenses of the county cooperativeextension service office must be filed directly with the countyauditor. The county auditor shall draw a warrant on the countytreasury for payment.
(c) The county auditor shall provide an annual summary of thecounty's expenditures for the county cooperative extension serviceoffice to the state cooperative extension service of PurdueUniversity.
