Department personnel; employment
    Sec. 1. All personnel excepting the Commissioner of Labor andhis deputies shall be employed according to the provisions of the"State Personnel Act," the same being IC 1971, 4-15-2.

Department personnel; job specifications
    Sec. 2. The Commissioner of Labor shall prepare jobspecifications for the use of the Department of Administration whichspecifications shall be considered as advisory and may be amendedand changed by the Department of Administration, providedhowever, that job experience may be substituted for education andthat job experience shall be considered in the preparation ofspecifications, and the consideration of job applicants.
