Chapter 14. Workforce Partnership Plans

"Institution"
Sec. 1. As used in this chapter, "institution" means:
(1) a campus of a state educational institution;
(2) a school corporation; or
(3) an area career and technical education center or school;
as described in section 2 or 3 of this chapter.

Entering into plans; secondary level programs
Sec. 2. After receiving the endorsement of the faculty and subjectto the guidelines developed under section 4 of this chapter, the chiefadministrator from each campus of a state educational institution thatoffers a technical education program must enter into a workforcepartnership plan as described under this chapter with thesuperintendent of the school corporation and each area career andtechnical education director who oversees the secondary leveltechnical education programs that are offered within the samegeographic area as the particular campus.

Entering into plans; postsecondary level programs
Sec. 3. After the chief administrator receives an endorsement fromthe faculty and subject to the guidelines developed under section 4of this chapter, the superintendent of each school corporation andarea career and technical education director must enter into aworkforce partnership plan as described under this chapter with thechief administrator from each campus of a state educationalinstitution who oversees the postsecondary level technical educationprograms offered within the same geographic area as the schoolcorporation and area career and technical education center or school.

Plan guidelines; contents
Sec. 4. (a) The:
(1) state superintendent of public instruction;
(2) commissioner of the commission for higher education; and
(3) commissioner of the department;
shall jointly develop guidelines governing the development of theworkforce partnership plans, including guidelines for the subjectsdescribed in subsection (b). (b) The guidelines must include the following:
(1) A schedule for institutions to comply with this chapter.
(2) A format for the workforce partnership plans.
(3) The boundaries of the geographic areas described insections 2 and 3 of this chapter.
(4) Any other pertinent matter.

Approval of plan
Sec. 5. Notwithstanding any other law and after an institution isrequired to enter into a workforce partnership plan under thischapter, an institution's workforce partnership plan must be approvedby the Indiana commission for career and technical education of thedepartment for the institution to:
(1) be eligible to receive federal and state funds for theinstitution's career and technical education program at thesecondary level and postsecondary level;
(2) receive career and technical education program approval by:
(A) the Indiana state board of education for secondary levelprograms; and
(B) the commission for higher education for postsecondarylevel programs;
for any career and technical education programs requiringapproval; and
(3) be eligible to complete the program review process by thecommission for higher education for postsecondary level careerand technical education programs.

Plan contents
Sec. 6. Each workforce partnership plan must do the following:
(1) Address the need to maximize:
(A) the use of career and technical education programs andservices; and
(B) the articulation of career and technical educationprograms;
between the secondary level and postsecondary level.
(2) Identify career and technical education program groupingsto coordinate career and technical education programs within ageographic area.
(3) Identify particular certificates of achievement underIC 20-32-3 and indicate the circumstances under which a stateeducational institution may elect to grant academic credit to astudent who does the following:
(A) Acquires the particular certificate of achievement.
(B) Satisfies the standards for receipt of academic credit asdetermined by the state educational institution. (4) Provide for the use of joint secondary level andpostsecondary level faculty committees to organize career andtechnical education program articulation.

Biennial review of plans; recommendations
Sec. 7. The Indiana state board of education and the commissionfor higher education may review and provide recommendations oneach plan biennially.
