Chapter 6. State Workforce Development Fund

Establishment of fund; administration of programs; reversion ofmoney
Sec. 1. (a) The state workforce development fund is establishedto receive and disburse workforce development funds under thischapter. The department shall administer the fund.
(b) Money appropriated for the programs described in section 2of this chapter may be used for the costs of administering thoseprograms.
(c) Money in the fund at the end of a state fiscal year does notrevert to the state general fund but remains available to thedepartment for expenditure consistent with this chapter.

Purposes of fund
Sec. 2. Money in the fund may be used for the following purposesat the discretion of the department, based upon the prioritiesnecessary to achieve the department's goals:
(1) To build the capacity and strengthen the quality of servicesof programs offering basic skills services and having asubstantial volunteer component, including staff and volunteerdevelopment, outreach, equipment, software, training materials,and community linkages.
(2) For workforce literacy programs providing essential andbasic education skills training to raise skills and productivity inthe workplace.
(3) For technical assistance to providers of workplace literacyand basic education to enhance the providers' capacity to linkwith employers and document productivity gains resulting fromtraining.
(4) To establish a common data base, reporting system, andevaluation system related to workforce literacy and otherincumbent worker programs, and to develop performancestandards.
(5) To provide training for dislocated workers underIC 22-4-41.
(6) To provide training for workers who are at risk of becomingdislocated workers because of a lack of skills.
(7) To provide comprehensive job training and related servicesfor economically disadvantaged, unemployed, andunderemployed individuals, including recruitment, counseling,remedial education, career and technical training, jobdevelopment, job placement, and other appropriate services toenable each individual to secure and retain employment at theindividual's maximum capacity.
(8) To attract federal funds in order to increase the resources
available to carry out the purposes of this section.
