Establishment; United States; cooperation
Sec. 1. (a) The department shall establish and maintain free publicemployment and training offices in such number and in such placesas may be necessary for the proper administration of this article andfor the purpose of performing such duties as are within the purviewof 29 U.S.C. 49 et seq. and 38 U.S.C. 2000 through 2014 and anyamendments thereto. The provisions of 29 U.S.C. 49 et seq. and 38U.S.C. 2000 through 2014 are hereby declared accepted by the statein conformity with the terms of 29 U.S.C. 49 et seq. and 38 U.S.C.2000 through 2014, and the state commits itself to the observation ofand compliance with the requirements of 29 U.S.C. 49 et seq. and 38U.S.C. 2000 through 2014, and the department is constituted theagency of the state for all purposes of 29 U.S.C. 49 et seq. and 38U.S.C. 2000 through 2014. All duties and powers conferred upon anyother department, agency, or officer of the state relating to theestablishment, maintenance, and operation of free publicemployment offices shall be vested in the department. Thedepartment being charged with the duty to cooperate with anyofficial or agency of the United States having powers or duties underthe provisions of 29 U.S.C. 49 et seq. and 38 U.S.C. 2000 through2014, shall be and is authorized and empowered to do and performall things necessary to secure to this state the benefits of 29 U.S.C.49 et seq. and 38 U.S.C. 2000 through 2014. The department maycooperate with or enter into agreements with the railroad retirementboard with respect to the establishment, maintenance, and use of freeemployment service facilities.
(b) The department may do all acts and things necessary or properto carry out the powers expressly granted under this article.

Sec. 2. (a) All money received by this state under the said acts ofCongress shall be paid into the employment and training servicesadministration fund, and said money is hereby made available to thedepartment to be expended as provided by this section and by saidacts of Congress. For the purpose of establishing and maintainingfree public employment and training offices, the department isauthorized to enter into agreements with the railroad retirementboard or any other agency of the United States charged with theadministration of an unemployment compensation law, with anypolitical subdivision of this state or with any private, nonprofitorganization, and as a part of any such agreement the department
may accept money, services, or quarters as a contribution to theemployment and training services administration fund.
(b) The general assembly shall appropriate and make available tothe department annually an amount sufficient to ensure the state'sreceiving its full share of funds under the acts of Congress in thissection referred to. Such money shall be deposited in theemployment and training services administration fund.
