Creation; appropriations
    
Sec. 1. (a) There is created in the state treasury a special fund tobe known as the employment and training services administrationfund. All money which is deposited or paid into this fund is herebyappropriated and made available to the department. All money in thisfund shall be expended for the purpose and in the amounts foundnecessary by the Secretary of Labor for the proper and efficientadministration of this article and for no other purpose whatsoever.The fund shall consist of all money appropriated by this state and allmoney received from the United States, any agency thereof, or fromany other source for such defined purposes. Money received from therailroad retirement board as compensation for services or facilitiessupplied to said board shall be paid into this fund on the same basisas expenditures are made for such services or facilities from suchfund. All money in this fund shall be deposited, administered, anddisbursed in the same manner and under the same conditions andrequirements as is provided by law for other special funds in the statetreasury. Any balances in this fund shall not lapse at any time butshall be continuously available to the department for expenditureconsistent with this article.
    (b) Notwithstanding any provision of this section, all moneyrequisitioned and deposited in this fund pursuant to IC 22-4-26-5shall remain part of the unemployment insurance benefit fund andshall be used only in accordance with the conditions specified inIC 22-4-26-5.
