Chapter 36. Miscellaneous Provisions

Benefits; payment
Sec. 1. Benefits shall be deemed to be due and payable under thisarticle only to the extent provided in this article and to the extent thatmoney is available therefor to the credit of the unemploymentinsurance benefit fund, and neither the state nor the department shallbe liable for any amount in excess of such sums.

Vested right; privileges and immunities; legislative prerogative
Sec. 2. The general assembly reserves the right to amend or repealall or any part of this article at any time, and there shall be no vestedprivate rights of any kind against such amendment or repeal. All therights, privileges, or immunities conferred by this article or by actsdone pursuant thereto shall exist subject to the power of the generalassembly to amend or repeal this article at any time.

Federal aid; use of funds; lease of quarters
Sec. 3. All money received from the United States governmentand paid into the state treasury, as provided in this article, isappropriated and shall be expended by the commissioner for therespective purposes for which such money was allocated and paid tothe state. The department is authorized to rent or lease such rooms orquarters as may be necessary, from time to time, to accommodate thedepartment and its several activities.

Severability of act
Sec. 4. The provisions of this article are severable in the mannerprovided by IC 1-1-1-8(b).

Destruction of central office; records and equipment; carrying onbusiness
Sec. 5. In the event of the destruction of the central office of thedepartment and the records and equipment contained therein, thecommissioner shall at the direction of the governor institute suchpolicies or procedures without regard to any particular provision or
provisions of this article as will in the commissioner's judgment bepossible to perform and best suited to carry out the general intent andpurposes of this article during the emergency created by thedestruction of said central office.
