    Chapter 41. Indiana Jobs Training Program

Purpose
    
Sec. 1. The purpose of this chapter is to create the Indiana jobstraining program to provide job training and related services todislocated workers.

IC 22-4-41-2
"Dislocated workers" defined
    
Sec. 2. As used in this chapter, "dislocated workers" meansworkers who:
        (1) have been terminated or laid off or who have received anotice of termination or layoff from employment, are eligiblefor or have exhausted their entitlement to unemploymentcompensation, and are unlikely to return to their previousindustry or occupation;
        (2) have been terminated, or who have received a notice oftermination of employment, as a result of any permanentclosure of a plant or facility;
        (3) are long term unemployed individuals and have limitedopportunities for employment or reemployment in the same ora similar occupation in the area in which the individuals reside,including any older individuals who may have substantialbarriers to employment by reason of age;
        (4) were self-employed (including farmers) and are unemployedas a result of general economic conditions in the community inwhich they reside or because of natural disasters; or
        (5) are in danger of becoming dislocated due to a permanentclosure of a plant or facility or a significant reduction in theworkforce.

Appropriations
    
Sec. 4. Any appropriations made by the general assembly underthis chapter shall be used for the provision of training and servicesfor dislocated workers and may be used as matching funds for anyfuture applicable federal program administered by the department.

IC 22-4-41-5 Administration; approval for grant or program
    
Sec. 5. The department shall administer this chapter. Each grantor program requires the approval of the governor and the state budgetagency.

Rules
    
Sec. 6. The department may adopt rules under IC 4-22-2 toimplement this chapter.

Money appropriated to department to remain for expenditureconsistent with chapter
    
Sec. 7. All money appropriated to the department under thischapter does not revert to the state general fund at the close of anyfiscal year, but remains available to the department for expenditureconsistent with this chapter.
