    Chapter 2. Further Licensing Requirements . Establishment ofTraining Program and Special Fee

Minimum requirements; disciplinary action in another state
    
Sec. 1. (a) The minimum requirements which must be fulfilledbefore an applicant will be permitted to take an examination for alicense to practice optometry in Indiana are as follows:
        (1) Applicant must be at least eighteen (18) years of age.
        (2) Applicant must not have a conviction for:
            (A) an act which would constitute a ground for disciplinarysanction under IC 25-1-9; or
            (B) a crime that has a direct bearing on the applicant's abilityto practice competently.
        (3) Applicant must be a graduate of a commissioned highschool.
        (4) Applicant must be a graduate from a college of optometryunder one (1) of the following conditions:
            (A) Graduation prior to March 5, 1951, or attendance at ormatriculation in a college of optometry whose requirementsfor graduation were equivalent to those required by theIndiana state board of registration and examination inoptometry at the time of such matriculation.
            (B) Two (2) years of preoptometry or two (2) years ofpremedicine in a college of arts and science whose creditswill be accepted by a university having a college or schoolof optometry, and at least four (4) years of optometry in acollege of optometry using university standards.
    (b) The board may not issue a license to an applicant who hasbeen disciplined by the licensing entity of another state orjurisdiction, if it appears to the satisfaction of the board that thedisciplinary action taken against the applicant by the licensing entityof the other state or jurisdiction was warranted due to the applicant'sinability to practice optometry without endangering the public.

Program for training optometrists
    
Sec. 2. There is hereby created a program for the training ofoptometrists at Indiana University, said program to be established bythe trustees of said University and to be effective when adequatefunds for the establishment of said program are made available bythe optometrists of the state of Indiana through the IndianaOptometric Association, Inc., or otherwise.

Additional fees for university support
    
Sec. 3. In addition to the biennial licensure fee provided for byIC 25-24-1-1, each licensed optometrist, at the time of payment ofthe biennial licensure fee each even-numbered year, shall pay to theIndiana professional licensing agency an additional fee of thirty-fourdollars ($34), which shall be deposited in an optometry schoolaccount of the state general fund, and all such fees so deposited shall,before the following July 2, be paid to Indiana University to be usedby it for the advancement of optometrical research and themaintenance and support of the department in which the science ofoptometry is taught at the university. A sufficient amount to pay thesame is appropriated annually out of such account in the general fundof the state treasury not otherwise appropriated.
