Chapter establishes standards to define vote
    
Sec. 1.1. This chapter is enacted to comply with 42 U.S.C. 15481by establishing uniform and nondiscriminatory standards to definewhat will be counted as a vote on an electronic voting system.

Closing of all polls located in one room before vote count
    
Sec. 1.5. Except as provided in section 7 of this chapter, if thepolls for more than one (1) precinct are located in the same room, theinspector of a precinct using the room may not begin the votecounting procedure until all the polls in the room are officially closedand no more persons are waiting in line to vote.

Announcement that printout of vote available for examination
    
Sec. 2. After each electronic voting system has been secured andthe paper vote total printouts obtained, the inspector shall announcein a distinct tone of voice that the printouts are available forinspection by the members of the precinct election board and anywatchers present within the polls. The members and watchers areentitled to inspect and copy the printouts to document the votes castfor:
        (1) each candidate on each system; and
        (2) each public question on each system.

Certificates of vote result
    
Sec. 3. (a) When paper vote total printouts have been obtained,the precinct election board shall prepare certificates stating thenumber of votes that each candidate received for each office and thevotes on each public question by attaching the paper vote totalprintouts to certificate forms supplied by the county election board.
    (b) Each member of the board shall be given a copy of thecertificate.
    (c) If a precinct election board administers more than one (1)

precinct, the board shall keep the ballots cast in each precinctseparate from ballots cast in any other precinct, so that the votes castfor each candidate and on each public question in each of theprecincts administered by the board may be determined.

Delivery of certificates
    
Sec. 4. The inspector and judge of the opposite political partyshall deliver the certificates prepared under section 3 of this chapterand the list of voters to the county election board by midnight onelection day. However, if:
        (1) an electronic voting system failed;
        (2) the failure of the system was reported as required by thistitle;
        (3) paper ballots were used in place of the system; and
        (4) the use of the paper ballots caused a substantial delay in thevote counting process;
then the certificates, the list of voters, and the tally papers shall bedelivered as soon as possible.

News media certificate
    
Sec. 5. Immediately upon completion of the vote count, eachprecinct election board shall make and sign a certificate for the newsmedia showing the total number of votes received by each candidatein the precinct. The inspector and judge of the opposite politicalparty shall deliver the certificate to the circuit court clerk at the sametime that the certificates, the list of voters, and the tally papers aredelivered under section 4 of this chapter. The circuit court clerkimmediately shall deliver the certificate made for the news media toany person designated to receive the certificate by the editors of thenewspapers published in the county or by the managers of the radioand television stations operating in the county. The county electionboard shall furnish each precinct election board with the forms onwhich the certificates are to be prepared.

Vote count to continue to completion
    
Sec. 6. To minimize the delay in the counting of the vote,canvassing must begin immediately upon the closing of the polls andcontinue without interruption until all the votes are canvassed and allcertificates of the vote required under section 3 of this chapter arecompleted and delivered to the persons entitled to receive thecertificates.

Absentee ballots
    
Sec. 7. (a) The precinct election board may count absentee ballotsbefore the polls have closed.
    (b) If the precinct election board counts absentee ballots underthis section, a member of the precinct election board may not, beforethe polls have closed, provide any person other than a member of theprecinct election board with information concerning the number ofvotes:
        (1) a candidate received for an office; or
        (2) cast to approve or reject a public question;
on absentee ballots counted under this section.
