General assembly; redistricting session
    
Sec. 1. Congressional districts shall be established by law at thefirst regular session of the general assembly convening immediatelyfollowing the United States decennial census.

Redistricting commission; establishment; meetings
    
Sec. 2. (a) If a session of the general assembly adjourns withouthaving complied with the requirements of section 1 of this chapter orif for any other reason at any time the state finds itself without avalid congressional district law, a redistricting commission shall beestablished which shall consist of the speaker of the house, thepresident pro tem of the senate, the chairman of the senate and housecommittees responsible for legislative apportionment and a fifthmember who shall be appointed by the governor from themembership of the general assembly.
    (b) The redistricting commission shall meet within thirty (30)days after adjournment of the general assembly at a time and placedesignated by the president pro tem of the senate and shall adopt acongressional redistricting plan in accordance with this chapter.
    (c) Any plan so adopted shall be signed by a majority of theredistricting committee and submitted to the governor who forthwithshall issue and publish his executive order establishing congressionaldistricts in accordance with the plan so adopted and directing thecommission to place such congressional districts in effect for theprimary and general elections next succeeding such generalassembly. Congressional districts so established shall continue ineffect until changed by statute.
