    Chapter 19. Registration in Board of Registration Offices

Designation of voter registration office
    
Sec. 1. Each board of registration office that is not located in thesame building as the principal office of the circuit court clerk orboard of registration office is designated as a voter registration officeunder 42 U.S.C. 1973gg-5(a)(3).

Accepting and processing voter registration applications
    
Sec. 2. Except as provided in this chapter, the board ofregistration office shall accept and process voter registrationapplications as provided in IC 3-7-18.

Governing board
    
Sec. 3. For the purposes of this chapter, the county election boardis the "governing body" under IC 3-7-18.

Submission of application
    
Sec. 4. An individual who registers to vote under this chaptermust submit a voter registration application to a member or anemployee of the board of registration.

Sec. 5. The governing body is not required to designate anindividual to be responsible for performing the voter registrationduties of the board.

Actions of employees or volunteers of county voter registrationoffice
    
Sec. 6. As provided in 42 U.S.C. 1973gg-5(a)(5), an employee orvolunteer of a county voter registration office may not do any of thefollowing:
        (1) Seek to influence an applicant's political preference or partyregistration.
        (2) Display any political preference or party allegiance,including pictures, photographs, or other likenesses of anycurrently elected federal, state, county, or local official.
        (3) Make any statement to an applicant or take any action the

purpose or effect of which is to discourage the applicant fromregistering to vote.
        (4) Make any statement to an applicant or take any action thepurpose or effect of which is to lead the applicant to believe thata decision whether or not to register has any bearing on theavailability of services or benefits.
