    Chapter 23. Voter Registration and Indiana Income Tax Returns

Purpose of chapter
    Sec. 1. This chapter prescribes procedures for voter registrationby mail by individuals filing Indiana income tax returns.

Form of affidavits of registration to be inserted into tax booklets;up to two persons may register
    Sec. 2. The commission shall prescribe the form of affidavits ofregistration printed by the department of state revenue for insertionby the department in state adjusted gross income tax booklets underIC 6-8.1-3-19. Each booklet must contain enough voter registrationforms to permit up to two (2) persons to register to vote.

Method of registration; requirements
    Sec. 3. (a) A voter may register to vote by completing andreturning to the county voter registration office of the county wherethe voter resides the affidavit of registration included in a stateadjusted gross income tax booklet under IC 6-8.1-3-19. If theaffidavit of registration is delivered to the election division or thedepartment of state revenue, the division or department shall forwardthe affidavit to the county voter registration office of the county forprocessing in the same manner as a registration by mail form underIC 3-7-22-9.
    (b) A voter may apply to register under this section only if:
        (1) the voter's residence address is the same as the voter's taxaddress; and
        (2) the voter returns the affidavit of registration to the countyvoter registration office of the county where the voter resides ordelivers the affidavit to the department of state revenue orelection division under subsection (a).

Application need not be signed in person
    Sec. 6. A voter who completes an affidavit or a form of

registration under this chapter is not required to sign the affidavit orform in the presence of the circuit court clerk or the board ofregistration.

Methods of updating registration record
    Sec. 7. The circuit court clerk or board of registration shall use aregistration form returned under this chapter to update theregistration record of the person filing the form.
