    Chapter 24. Distribution Sites for Mail Registration Forms

Purpose of chapter
    
Sec. 1. This chapter provides for the distribution of mailregistration forms in certain governmental and nongovernmentaloffices.

Sec. 2. Each license branch is a distribution site for registration bymail forms under IC 9-16-7.

Sec. 3. Each office of a circuit court clerk that does not providevoter registration services is a distribution site for registration bymail forms.

Sec. 5. Each public library or county contractual public libraryestablished under IC 36-12 is a distribution site for registration bymail forms.

Sec. 9. Each office of a city clerk, city clerk-treasurer, or townclerk-treasurer is a distribution site for registration by mail forms.

State offices
    
Sec. 10. (a) Each state office that:
        (1) has significant contact with the public; and
        (2) is not otherwise designated as a voter registration site underthis article;
is a distribution site for registration by mail forms.
    (b) The commission shall determine if a state office hassignificant contact with the public for purposes of this section.

Offices of political subdivisions
    
Sec. 11. (a) Each office of a political subdivision that:
        (1) has significant contact with the public; and
        (2) is not otherwise designated as a voter registration site underthis article;
is a distribution site for registration by mail forms.
    (b) The county election board of the county in which the greatestpercentage of population of the political subdivision is located shalldetermine if an office has significant contact with the public forpurposes of this section.
    (c) A county election board shall include a list of all sitesdesignated under this section in the county election board's NVRAimplementation report.

Federal government offices
    
Sec. 12. (a) An office of the federal government may bedesignated as a distribution site for registration by mail forms.
    (b) The NVRA official may enter into an agreement on behalf ofthe commission with an agency of the federal government todesignate an office as a distribution site for registration by mailforms under this section.
    (c) The circuit court clerk may enter into an agreement on behalfof the county election board with an agency of the federalgovernment to designate an office as a distribution site forregistration by mail forms under this section. A clerk that enters into

an agreement under this subsection must provide the NVRA officialwith the following:
        (1) A copy of the agreement.
        (2) The address of the voter registration site.
        (3) The name of the person responsible for voter registrationservices at the site.
    (d) If the agreement under subsection (c) is revised or theinformation provided under subsection (c) changes, the clerk shallpromptly provide the NVRA official with the revised agreement orchanged information.

Post offices
    
Sec. 13. (a) A United States Postal Service office may bedesignated as a distribution site for registration by mail forms.
    (b) The NVRA official may enter into an agreement on behalf ofthe commission with the United States Postal Service to designate anoffice as a distribution site for registration by mail forms under thissection.
    (c) The circuit court clerk may enter into an agreement on behalfof the county election board with the United States Postal Service todesignate an office as a distribution site for registration by mailforms under this section. A clerk that enters into an agreement underthis subsection must provide the NVRA official with the following:
        (1) A copy of the agreement.
        (2) The address of the voter registration site.
        (3) The name of the person responsible for voter registrationservices at the site.
    (d) If the agreement under subsection (c) is revised or theinformation provided under subsection (c) changes, the clerk shallpromptly provide the NVRA official with the revised agreement orchanged information.

Private secondary schools
    
Sec. 14. (a) A private secondary school located in Indiana may bedesignated as a distribution site for registration by mail forms.
    (b) The NVRA official may enter into an agreement on behalf ofthe commission with the board of trustees of the private secondaryschool to designate the school as a distribution site for registration bymail forms under this section.
    (c) The circuit court clerk may enter into an agreement on behalfof the county election board with the board of trustees of a privatesecondary school to designate the school as a distribution site forregistration by mail forms under this section. A clerk that enters intoan agreement under this subsection must provide the NVRA officialwith the following:
        (1) A copy of the agreement.        (2) The address of the voter registration site.
        (3) The name of the person responsible for voter registrationservices at the site.
    (d) If the agreement under subsection (c) is revised or theinformation provided under subsection (c) changes, the clerk shallpromptly provide the NVRA official with the revised agreement orchanged information.

Financial institutions
    
Sec. 15. (a) A financial institution (as defined in IC 28-1-1-3) maybe designated as a distribution site for registration by mail forms.
    (b) The NVRA official may enter into an agreement on behalf ofthe commission with the board of trustees of a financial institutionto designate the financial institution as a distribution site forregistration by mail forms under this section.
    (c) The circuit court clerk may enter into an agreement on behalfof the county election board with the board of trustees of a financialinstitution to designate the financial institution as a distribution sitefor registration by mail forms under this section. A clerk that entersinto an agreement under this subsection must provide the NVRAofficial with the following:
        (1) A copy of the agreement.
        (2) The address of the voter registration site.
        (3) The name of the person responsible for voter registrationservices at the site.
    (d) If the agreement under subsection (c) is revised or theinformation provided under subsection (c) changes, the clerk shallpromptly provide the NVRA official with the revised agreement orchanged information.

Processing of forms by distributions sites not required
    
Sec. 16. An office with a distribution site for registration formsunder this chapter is not required to do the following:
        (1) Accept registration forms when completed.
        (2) Mail or deliver the forms to a circuit court clerk or board ofregistration.

Notice
    
Sec. 17. Each office with a distribution site for registration formsunder this chapter shall post a notice in a prominent location easilyvisible to members of the public. The notice must state substantiallythe following:

"VOTER REGISTRATION FORMS


AVAILABLE HERE

    This office has forms that you can fill out to register to vote inIndiana.
    If you live in Indiana and are not registered to vote where you livenow, and you want to register (or change your registration record),please take one of the forms.
    If you cannot find a blank voter registration form in this office,ask us to give you a form.
    You must take the form with you and mail or deliver the form tothe voter registration office.
    Applying to register or declining to register to vote will not affectthe assistance or service that you will be provided by this office.".
