Application of chapter
    
Sec. 1. This chapter applies to the computerized list establishedunder IC 3-7-26.3.

Provision of part of compilation of list; conditions
    
Sec. 2. The election division may not provide any part of thecompilation of the voter registration information contained in thecomputerized list except:
        (1) as provided in IC 3-7-26.3 or this chapter;
        (2) to perform voter list maintenance duties required by 42U.S.C. 15483; or
        (3) to redact voter registration information declared confidentialunder a court order or IC 5-26.5-2.

Provision of information to individual voter
    
Sec. 3. The election division shall provide information from thecomputerized list to an individual to permit the individual to confirmthe voter registration status of the individual and the location of thepolling place for the individual's precinct.

Provision of list information for list management
    
Sec. 4. The election division may provide parts and reports fromthe voter registration information from the computerized list for thepurposes specified under IC 3-7-26.3-29. However, the parts andreports provided under this section may not include informationdescribed under section 8 of this chapter.

Parts and reports from list other than lists of registered voters
    
Sec. 5. The election division may provide parts and reports fromthe computerized list concerning information other than lists ofregistered voters.

Provision of complete list; entities permitted to receive
    
Sec. 6. Upon request, and not later than five (5) days after therequest is filed with the election division, the election division shall

provide a complete compilation of the voter registration informationcontained in the computerized list, including any format informationor other information necessary to decode the data, to any of thefollowing entities:
        (1) The state committee of a major political party.
        (2) The state organization of a bona fide political party that isnot a major political party if the party has at least two (2)candidates on the ballot in the next election.
        (3) The committee of an independent candidate for federal orstate office if the candidate is on the ballot in the next generalelection.
        (4) A member of the media for publication in a news broadcastor newspaper.
        (5) The chief justice of the supreme court, for purposes of stateadministration of a jury management system.
        (6) Each of the following:
            (A) The speaker of the house of representatives.
            (B) The minority leader of the house of representatives.
            (C) The president pro tempore of the senate.
            (D) The minority leader of the senate.

Notification of availability of compilation
    
Sec. 7. The election division shall promptly notify a persondescribed in section 6 of this chapter when the compilation requestedby the person is available.

Information regarding individual voter; redaction of information
    
Sec. 8. (a) This section applies to a person other than a registeredvoter requesting information about the registered voter.
    (b) After a person files a request with the election division forvoter registration information compiled under this chapter, theelection division shall provide a compilation of the information fromthe computerized list to the person, redacting the informationdescribed in subsection (c).
    (c) The election division shall not provide information under thissection concerning any of the following information concerning avoter:
        (1) Date of birth.
        (2) Gender.
        (3) Telephone number or electronic mail address.
        (4) Voting history.
        (5) A voter identification number or another unique fieldestablished to identify a voter.
        (6) The date of registration of the voter.

Request for information from list; execution of agreement
    
Sec. 9. A person who files a request for a compilation of theinformation contained in the computerized list with the electiondivision under this chapter must execute an agreement with theelection division on a form prescribed under IC 3-5-4-8.

Form of agreement; requirements
    
Sec. 10. The form described by section 9 of this chapter must statethat the person receiving a compilation of information under thischapter may not:
        (1) use the compilation to solicit for the sale of merchandise,goods, services, or subscriptions; or
        (2) sell, loan, give away, or otherwise deliver the informationobtained by the request to any other person (as defined inIC 5-14-3-2);
for a purpose other than political activities or political fundraisingactivities.

Publication of information from list in news report
    
Sec. 11. The publication of information obtained under thischapter in a news broadcast or newspaper is not prohibited by thischapter.

Charge for obtaining complete compilation of list; updates ofinformation
    
Sec. 12. (a) This section does not apply to the chief justice of thesupreme court or to a person described by section 8 of this chapter.
    (b) Notwithstanding IC 5-14-3-8, the election division shallcharge each person described by section 6 of this chapter an annualfee of five thousand dollars ($5,000) to receive the following:
        (1) A complete compilation of the voter registration informationcontained in the computerized list.
        (2) Updates of the voter registration information made duringthe year covered by the fee.

No charge for information provided from list to chief justice orvoter
    
Sec. 13. (a) This section applies to the following:
        (1) A registered voter requesting information about theregistered voter.        (2) The chief justice of the supreme court who receives acomplete compilation of voter registration information for thepurpose described in section 6 of this chapter.
    (b) The election division may not a charge a fee to a person whoreceives a compilation under this section.
