Adoptions subject to Interstate Compact on the Placement ofChildren
    Sec. 1. Except as provided in IC 31-28-4, the adoption of a childwho is born in one (1) state by a person in another state is subject tothe Interstate Compact on the Placement of Children underIC 31-28-4.

Exclusive jurisdiction of probate court
    Sec. 2. (a) This section applies to each Indiana county that has aseparate probate court.
    (b) The probate court has exclusive jurisdiction in all adoptionmatters.
