    Chapter 4. Local Plan for Provision of Child Protection Services

Preparation and submission of local plan
    Sec. 1. Before February 2 of each even-numbered year, eachregional services council, after a public hearing, shall:
        (1) prepare a local plan for the provision of child protectionservices; and
        (2) submit the plan to:
            (A) the director;
            (B) each juvenile court within the region;
            (C) the community child protection team as provided for inIC 31-33-3-1; and
            (D) appropriate public or voluntary agencies, includingorganizations for the prevention of child abuse or neglect.

Description of implementation
    Sec. 2. The local plan must describe the implementation of thisarticle in the region by the department, including the following:
        (1) Organization.
        (2) Staffing.
        (3) Mode of operations.
        (4) Financing of the child protection services.
        (5) The provisions made for the purchase of service andinteragency relations.

Certification
    Sec. 3. (a) Not later than sixty (60) days after receiving the plan,the director shall certify whether the local plan fulfills the purposesand meets the requirements of this article.
    (b) If the director certifies that the local plan does not fulfill thepurposes and meet the requirements of this article, the director shall:
        (1) state the reasons for the decision;
        (2) make revisions to the plan that the director determines arenecessary to meet the requirements and fulfill the purposes ofthis article; and
        (3) approve and certify the revised plan as the local planrequired by this chapter.
