    Chapter 1. Legislative Findings

Legislative findings
    Sec. 1. The general assembly finds that:
        (1) due to insufficient funding, existing programs providing freelegal services in civil matters to indigent persons do notadequately meet the needs of indigent persons;
        (2) the use of funds collected under this article for thesepurposes is in the public interest, is a proper use of the funds,and is consistent with essential public and governmentalpurposes in the judicial branch of government; and
        (3) the expansion, improvement, and initiation of legal servicesto indigent persons will aid in the advancement of the scienceof jurisprudence and in the improvement of the administrationof justice.

Purpose
    Sec. 2. It is the purpose of this article to expand the availabilityand improve the quality of existing free legal services in civil mattersto indigent persons and to initiate new programs that will provideservices to them.
