    Chapter 13. Cost Saving Incentive Programs

Sec. 2. As used in this chapter, "program" refers to a cost savingincentive program established by a political subdivision under thischapter.

Program establishment
    
Sec. 3. (a) A political subdivision may establish a program toprovide incentives to employees of the political subdivision todevelop and implement cost saving measures for the politicalsubdivision.
    (b) A program established under this chapter may include awardsto employees who suggest cost saving measures to the politicalsubdivision.

Method of program establishment
    
Sec. 4. If a political subdivision that elects to establish a programhas the power to adopt ordinances, the program shall be establishedby ordinance. If a political subdivision that elects to establish aprogram does not have the power to adopt ordinances, the programshall be established by resolution.

Awards; appropriations; joint awards; program details
    
Sec. 5. (a) An ordinance or a resolution adopted under section 4of this chapter must provide for the following:
        (1) The designation of an established or a new entity of thepolitical subdivision to:
            (A) review cost saving measures and suggestions submittedby employees; and
            (B) determine whether a cost saving measure or a suggestionis entitled to an award under the program.
        (2) The manner by which the amount of an award for a costsaving measure or a suggestion eligible for an award under theprogram will be determined. The political subdivision may basethe amount of the award on anticipated savings or on other

criteria specified in the ordinance or resolution that the politicalsubdivision considers appropriate.
        (3) The maximum award that may be received.
        (4) Payment of awards to employees eligible to receive awardsunder the program.
    (b) The political subdivision may make necessary appropriationsto implement the program.
    (c) The ordinance or resolution that establishes a program mayprovide for a joint award for a group of employees that develop andimplement a cost saving measure.
    (d) The ordinance or resolution that establishes a program mayprovide for other details of the program that:
        (1) the political subdivision considers appropriate; and
        (2) are consistent with this chapter.

Finality of decisions; additional awards
    
Sec. 6. (a) A decision of the entity designated or established underthe ordinance or resolution that establishes a program is final as tothe following:
        (1) The eligibility of a measure or a suggestion for an award.
        (2) The amount of an award.
    (b) An employee of a political subdivision that establishes aprogram under this chapter is not entitled to an award other than isprovided in this chapter and under the ordinance or resolution thatestablishes a program.

Program termination
    
Sec. 7. A political subdivision that establishes a program underthis chapter may terminate the program by adopting an ordinance ora resolution that provides for payment of awards for measures orsuggestions:
        (1) eligible for an award under the program; and
        (2) implemented or made before the ordinance or resolution thatterminates the program takes effect.
