Sec. 2. A unit may establish, aid, maintain, and operate publicparks, playgrounds, and recreation facilities and programs.

Sec. 3. A unit may regulate any recreational use of a watercourse.

Libraries, museums, and other facilities and programs
    
Sec. 4. A unit may establish, aid, maintain, and operate librariesand museums, cultural, historical, and scientific facilities andprograms, and community restitution or service facilities andprograms.

Neighborhood centers, arenas, and stadiums
    
Sec. 5. A unit may establish, aid, maintain, and operateneighborhood centers, community centers, civic centers, conventioncenters, auditoriums, arenas, and stadiums.

Extraterritorial powers
    
Sec. 6. A municipality may exercise powers granted by sections2, 4, and 5 of this chapter in areas within four (4) miles outside itscorporate boundaries.
