Sec. 1. This chapter applies to all cities.

Powers of city

    

Sec. 2. Notwithstanding any other law, a city may take all actions
necessary to establish or provide assistance to a nonprofit
corporation that serves as a minority enterprise small business
investment company for purposes of 15 U.S.C. 681(d).
