    Sec. 1. This chapter applies to the state and all units.

Designation as universal emergency telephone number
    Sec. 2. The telephone number 911 is designated as the universalemergency telephone number for reporting an emergency andrequesting assistance.

Exclusivity of system
    Sec. 3. A communication system that is:
        (1) available to members of the public as a means to report anemergency and to request assistance; and
        (2) established or operated by the state or a unit;
must use 911 as the exclusive universal emergency telephone numberfor that communication system.
