Chapter 15. Warrants on General Fund to Issue When GeneralAssembly Fails to Appropriate Money for Benevolent Institutions

General assembly; failure to pass appropriation bills; warrants onstate treasury
Sec. 1. Whenever there shall be a failure at any regular biennialsession of the General Assembly to pass an appropriation bill or bills,making appropriations for the objects and purposes hereinaftermentioned, it shall be lawful for the Governor, Secretary andTreasurer of State, until appropriations shall be made by theLegislature, to direct the Auditor of State to draw his warrants on theState Treasury for such sums as they may, from time to time, decideto be necessary for such purposes respectively, not howeverexceeding the amounts appropriated for the same objects respectivelyby the last preceding appropriations which shall have been made bythe General Assembly; and to pay such warrants as may, from timeto time, be drawn and presented, a sufficient sum of money is herebyappropriated.

Warrants on state treasury for necessary expenses
Sec. 2. The warrants may be drawn for the necessary and currentexpenses of the following:
(1) All psychiatric hospitals (as defined in IC 12-7-2-184).
(2) The Indiana School for the Deaf, established byIC 20-22-2-1.
(3) The Indiana School for the Blind and Visually Impaired,established by IC 20-21-2-1.
(4) The Indiana Veterans' Home.
(5) The Plainfield Juvenile Correctional Facility.

Drawing warrants on general fund; confinement to currentexpenses; monthly allowances
Sec. 3. The warrants so to be drawn shall be drawn on the GeneralFund and not otherwise, and shall not include any sum or sums forenlarging said Institutions, or any or either of them, but shall beconfined strictly to the necessary current expenses of said Institutionsrespectively, and said allowances shall be made monthly upon thecertificate of the President of the proper Board of Trustees of the saidInstitutions respectively, showing in detail the necessity for theamount demanded, and that it has been approved by such Board,which certificate shall be countersigned by the Superintendent of theparticular Institution for which the expense was incurred.(Formerly: Acts 1865(ss), c.5, s.3.)

Current expenses; amount of monthly allowances
Sec. 4. In making said monthly allowances, it shall be the duty ofthe officers as aforesaid authorized to make the same, not to exceedin any one month one-twelfth of the amount appropriated for thecurrent expenses of the same Institution for the last preceding yearfor which an appropriation shall have been made by the GeneralAssembly.
