Creation; membership; compensation; oath
Sec. 1. (a) There is created the Indiana personnel advisory board,which shall consist of the state personnel director and six (6) citizenmembers, to be appointed by the governor, not more than four (4) ofwhom shall be adherents of the same political party. The governorshall appoint successors for the citizen members for terms of four (4)years. Every member appointed shall serve until his successor hasbeen appointed and qualified. Any vacancy occurring in themembership of the board for any cause shall be filled by appointmentof the governor for the unexpired term.
(b) The members of the board shall be citizens of the state whohave knowledge of and will encourage the practice of professionalpersonnel administration in public employment. No member of theboard shall hold, or be a candidate for, any elective public office, andupon acceptance of any such appointment, or upon such candidacy,the term of a member of the board shall expire. Upon the acceptanceof any other remunerative appointment to public office, the term ofa member shall expire.
(c) The members of the board shall receive as compensation asalary which shall be established by the budget agency and approvedby the governor and in addition thereto, actual and necessarytraveling expenses incurred in the performance of their duties.
(d) Before entering upon the discharge of official duties, eachmember of the board shall take and subscribe to an oath of office,which shall be filed in the office of the secretary of state.

Organization and meetings
Sec. 3. Upon the appointment of the members of the Indianapersonnel advisory board, the board shall meet in the rooms providedfor the board and assume the duties of office. Four (4) members ofthe board constitute a quorum for the transaction of business and amajority of votes cast are required for the adoption or approval ofany official action. The board shall elect one (1) of the members ofthe board as chairman and another member of the board asvice-chairman. The persons so elected respectively as chairman andvice-chairman shall hold office for one (1) year and until their
successors are elected and qualified. The board shall hold suchregular and special meetings each year as it may prescribe byresolution, and shall meet on call of the chairman. Notice of eachmeeting other than the regular meetings designated by resolution ofthe board shall be given in writing to each member by the secretaryof the board.
