    Chapter 19. Transfer of State Property for National Monument

Jurisdiction
    
Sec. 1. If the United States government or an agency of the UnitedStates government is authorized to acquire jurisdiction of a memorialor historic grounds and buildings in Indiana to be preserved andmaintained by the United States government or an agency of theUnited States government as a national monument, the agency of thestate having charge of the memorial or historic grounds and buildingsmay, with the approval of the governor, cede all jurisdiction of thememorial, property, buildings, and appurtenances to the UnitedStates government or the agency of the United States government.

Transfer of right, title, and possession to United States government
    
Sec. 2. If a memorial, a property, a building, or an appurtenanceis ceded to the United States government under this chapter, thegovernor may transfer and convey all right, title, and possession thatthe state has in and to the memorial, property, building, orappurtenance to the United States government or agency of theUnited States government authorized to receive and accept thetransfer and conveyance.

Written statements of conditions for transfer
    
Sec. 3. Before the transfer and conveyance of the right, title, andpossession of a memorial, a property, a building, or an appurtenanceis consummated, the attorney general and the appropriate legalofficer of the United States government must state in writing that allof the conditions necessary to the valid and conclusive transfer andconveyance of the memorial, or property, building, or appurtenancehave been fully complied with. Upon the presentation of the writtenstatements to the governor, the governor shall direct the secretary ofstate to cause to be executed a deed of conveyance to the UnitedStates government or agency of the United States government. Thegovernor shall sign the deed and the secretary of state shall attest thedeed with the great seal of the state.

State relinquishing claims to property
    
Sec. 4. Upon the execution of the deed of conveyance, the staterelinquishes all claims to the property conveyed to the United Statesgovernment.

Conditions for transfer
    
Sec. 5. The transfer and conveyance of a memorial, property, abuilding, or an appurtenance by the state to the United Statesgovernment shall be made as follows:
        (1) Without appraisement.
        (2) Without the giving of notice.
        (3) Without complying with any law other than this chapter.
        (4) As provided by this chapter.

Civil and criminal process issued as if jurisdiction not ceded
    
Sec. 6. All civil and criminal process issued under the authorityof the state or an officer of the state may be executed on the propertyand in a building that is erected on the property in the same way andmanner as if jurisdiction had not been ceded under this chapter.

Tax exemption
    
Sec. 7. A memorial, a property, a building, or an appurtenanceceded under this chapter is exempt from all state, county, township,and other taxes, but is not exempt from the payment of specialassessments.
