    Chapter 20. Indiana Occupational Information CoordinatingCommittee

"Committee" defined
    
Sec. 1. As used in this chapter, "committee" refers to the Indianaoccupational information coordinating committee.

IC 4-23-20-2
Establishment; purpose
    
Sec. 2. There is established the Indiana occupational informationcoordinating committee to develop, maintain, and operate acomprehensive occupational information system that will meet thecommon needs for the planning for, and the operation of, programsof employment, training, vocational education, vocationalrehabilitation, and economic development agencies.

Membership
    
Sec. 3. The committee consists of at least six (6) membersappointed by the governor and must include representatives of thefollowing:
        (1) The Indiana economic development corporation.
        (2) The department of workforce development.
        (3) The division of disability and rehabilitative services.
        (4) The commission for career and technical education of thedepartment of workforce development.
        (5) The state workforce innovation council.
        (6) The department of education.

Officers
    
Sec. 4. The committee shall each year designate:
        (1) one (1) of its members to serve as the chairman of thecommittee;
        (2) one (1) member to serve as vice chairman who shall act aschairman in the absence of the chairman if the chairman isunable to act; and
        (3) one (1) member to serve as secretary who shall maintainrecords of the proceedings of the committee.

Office facilities, supplies, and equipment; meetings; notice
    
Sec. 5. (a) Appropriate office facilities, supplies, and equipmentshall be provided for the committee and its employees by the Indianaemployment security division.
    (b) The committee shall meet in regular session at least quarterlyand, in addition, shall hold special meetings at the call of itschairman.
    (c) Members must receive written notice of the time, place, andproposed agenda of all meetings.
    (d) All meetings are open to the public except for executivesessions as provided by law. A public record of all regular andspecial meetings shall be maintained by the committee.

Compensation
    
Sec. 6. All members of the committee shall serve withoutadditional compensation.

Duties of committee
    
Sec. 7. The committee shall perform the following duties:
        (1) Develop and implement a comprehensive cost effectivelabor market and occupational supply and demand informationsystem that will satisfy the needs of state and local employment,training, vocational education, vocational rehabilitation, andeconomic development agencies and, to the extent possible,establish standardized contents, definitions, and methods asrelated to the collection of occupational data and the projectionof occupational needs.
        (2) Integrate research and related developmental activities in thearea of occupational and economic information, including theconsolidation of available administrative data and surveys toreduce duplication of recordkeeping of state and local agenciesand to maximize the effective use of available resources. Thisintegration must include secondary and postsecondaryeducational institutions.
        (3) Standardize available federal and state multiagencyadministrative records and direct survey data sources to producean employment and economic analysis with a published set ofprojections for Indiana and designated areas within Indiana that,at a minimum, includes:
            (A) identification of geographic and occupational areas ofpotential growth and decline; and
            (B) an assessment of the potential impact of this growth ordecline on individuals, industries, and communities,including occupational supply and demand characteristicsdata.        (4) Serve as a resource for producers and users to facilitateimprovement and creation of additional data as needed.
        (5) Discourage surveys of employers for labor marketinformation except as encouraged and approved by review fromthe committee.
        (6) Recommend to the governor legislative and executiveinitiatives designed to increase the utility of the comprehensivelabor market and occupational supply and demand informationsystem to ensure an effective coordination of employment,training, vocational education, vocational rehabilitation, andeconomic development programs.

Powers of committee
    
Sec. 8. The committee may exercise the following powers:
        (1) Employ an executive director and clerical and otheremployees necessary to carry out its duties under this chapter.The salaries of the director and other employees shall beestablished by the state budget agency subject to the approvalof the governor.
        (2) Request any governmental entity (such as any board,commission, agency, institution, or department of state or localgovernment) and any private agency that has an interest inemployment, training, vocational education, vocationalrehabilitation, or economic development to attend andparticipate in any meetings of the committee that the committeeconsiders beneficial and necessary to achieve its duties underthis chapter.
        (3) Adopt rules under IC 4-22-2 that are consistent with thischapter as it considers necessary.
        (4) Hold public hearings.
        (5) Enter into contracts, within the limit of available funds, withindividuals, organizations, and institutions for servicesfurthering the objectives of the committee's programs.
        (6) Enter into contracts, within the limit of available funds, withlocal and regional not-for-profit corporations or associations forcooperative endeavors furthering the objectives of thecommittee's programs.
        (7) Accept gifts, contributions, and bequests of funds fromindividuals, foundations, corporations, limited liabilitycompanies, and other organizations or institutions.
        (8) Apply for, receive, and disburse any funds available fromthe state or federal government in furtherance of the objectivesof this chapter and enter into any agreements that may berequired by the state or federal government as a condition ofobtaining those funds.
        (9) Make and sign any agreements and perform any acts thatmay be necessary to carry out its purposes and duties.
