Definitions; application
    Sec. 1. The definitions set forth in this chapter apply throughoutthis article.

"Commission" defined
    Sec. 2. "Commission" refers to the state lottery commission.

    Sec. 3. "Director" refers to the director of the commission.

"Lottery" defined
    Sec. 4. "Lottery" refers to the Indiana state lottery.

"Major procurement" defined
    Sec. 5. "Major procurement" means a procurement for a contractfor the printing of tickets to be used in a lottery game, consultationservices for the start up and operation of the lottery, and any goodsand services involving any of the following:
        (1) The official recording for lottery game play purposes of aplayer's selection in lottery games involving player selections.
        (2) The receiving of a player's selection directly from a playerin lottery games involving player selections.
        (3) The drawing, determination, or generation of winners inlottery games.
        (4) The security services required under this article.

"Person" defined
    Sec. 6. "Person" means an individual, a firm, an association, ajoint venture, a partnership, a limited liability company, an estate, atrust, a syndicate, a fiduciary, a corporation, or any other group orcombination. The term includes an agency or political subdivision ofthe state.

"Retailer" defined
    Sec. 7. "Retailer" means a person who sells lottery tickets onbehalf of the commission under a contract.

"Vendor" defined
    Sec. 8. "Vendor" means a person who provides or proposes toprovide goods or services to the commission. The term does notinclude an employee of the commission, a retailer, or a state agency.
