Chapter 4. Commission Members; Meetings

Members; resident requirement; political party; vacancies
Sec. 1. The commission is composed of five (5) members to beappointed by the governor. All members must be residents of Indianafor at least the two (2) years immediately preceding the member'sappointment. No more than three (3) members may be of the samepolitical party. Vacancies shall be filled for the remainder of anunexpired term in the same manner as the original appointment.

Consecutive terms
Sec. 2. A member of the commission may not serve more than two(2) consecutive four (4) year terms.

Chairman and officers
Sec. 3. The governor shall annually select from the members achairman and the commission shall annually select from the membersany other officers necessary.

Meetings
Sec. 4. The commission shall meet at least once each quarter ormore often at the call of the chairman or the director. IC 5-14-1.5(the open door law) applies to the commission's meetings.

Salary of nonelected officials; reimbursement of expenses
Sec. 5. Each member of the commission who is not an electedofficial is entitled to the minimum salary per diem provided byIC 4-10-11-2.1(b). Each commission member is also entitled toreimbursement for traveling expenses and other expenses actuallyincurred in connection with the member's duties, as provided in thestate travel policies and procedures established by the department ofadministration and approved by the budget agency.

Duties
Sec. 6. The commission shall oversee the operation of the lotteryand serve as a resource group for the director, providing the directorwith private sector perspectives on the operation of a large marketingenterprise.As added by P.L.341-1989(ss), SEC.1.

Powers
Sec. 7. The commission, or a member of the commission, mayadvise the director and make recommendations regarding operationsof the lottery and identify potential improvements in this article andin the management of the lottery.
