Appointment; compensation
Sec. 1. The governor shall appoint the director of the commissionto serve at the pleasure of the governor. The director's compensationshall be approved annually by the governor under IC 4-12-2.

Candidate search
Sec. 2. The governor shall conduct a thorough search to find themost qualified director available. In conducting a search the governorshall consider business management experience, marketingexperience, computer experience, and lottery managementexperience.

Operation of lottery
Sec. 3. The director shall operate the lottery to maximize revenuesin a manner consistent with the dignity of the state and the welfareof its citizens.

Creation of divisions; security matters
Sec. 4. The director may create divisions within the commissionand allocate the various functions of the commission among thesedivisions. However, to promote and protect the integrity of andpublic confidence in the lottery, the division of security created byIC 4-30-6 is responsible for security matters. The director may notassign security matters to any other division within the commission.

Office of director; location; regional offices
Sec. 5. The office of the director must be located in Indianapolis.However, the commission may establish regional offices throughoutIndiana as the director determines necessary for the efficientoperation of the lottery.
