    Chapter 3. Use of Fund

    Sec. 1. Money in the fund shall be used in accordance with thischapter.

Libraries; Indiana library and historical board and budget agencyrules
    Sec. 2. (a) Money in the fund shall be allocated annually tolibraries, including the INSPIRE project.
    (b) The Indiana library and historical board established byIC 4-23-7-2 and the budget agency may jointly make rules necessaryor appropriate to the administration of this chapter.
    (c) Each library in Indiana is entitled in each calendar year toapply to the Indiana library and historical board for a grant for atechnology project. From time to time, but not more often thansemiannually, the Indiana library and historical board shall makerecommendations to the budget agency as to grants from the Indianatechnology fund. After review by the budget committee establishedby IC 4-12-1-3 and approval by the governor, the budget agency mayallot money to the Indiana library and historical board for the grants.

Office of technology; grants and payments
    Sec. 4. Money in the fund shall be allocated annually to the officeof technology established by IC 4-13.1-2-1 to make matching grantsto school corporations or to make payments directly to vendors forInternet connections and related equipment for a school corporation.The office of technology shall develop a plan to implement grantsunder this section. The budget committee shall review the plan. Thebudget agency must approve of the plan.

Technology plan grant program
    Sec. 5. Money in the fund shall be allocated annually to thetechnology grant plan program established under IC 20-20-13 fortechnology plan grants to school corporations under IC 20-20-13.

Conditions of allocation
    Sec. 6. The allocation of money under sections 4 through 5 of thischapter is subject to:
        (1) the availability of money for allocation; and
        (2) a recommendation by the department of education(established by IC 20-19-3-1) to the budget agency that aprogram is able to utilize the money.
