Chapter 6. Electronic Transmission of Reports to the GeneralAssembly

"Public agency"
Sec. 1. As used in this chapter, "public agency" includes thefollowing:
(1) The judicial branch of state government.
(2) A state agency (as defined in IC 4-13-1-1).
(3) A body corporate and politic created by statute.
(4) A state educational institution.

"Report"
Sec. 2. As used in this chapter, "report" includes any annual orother report that a public agency:
(1) voluntarily; or
(2) under a statutory directive;
submits to the entire membership of the general assembly, thelegislative services agency, or the legislative council. The term doesnot include any document prepared for or at the request of anindividual member or committee of the general assembly.

Prohibition on paper reports to the general assembly; restrictionon use of public funds for paper reports
Sec. 3. (a) A public agency may not submit a report to the generalassembly, the legislative services agency, or the legislative councilon paper.
(b) Notwithstanding any law, no funds appropriated to a publicagency from the state treasury may be used to duplicate, print,distribute, or mail a report to the general assembly, the legislativeservices agency, or the legislative council in violation of this chapter.

Electronic format required; distribution of electronic information
Sec. 4. (a) A public agency shall submit all reports in anelectronic format specified by the executive director of the legislativeservices agency. Unless otherwise specified in statute, the electroniccopy shall be delivered to the executive director of the legislativeservices agency.
(b) An agency that submits a report under subsection (a) shall dothe following:
(1) Post, or cause to be posted, a copy of the report on theInternet.
(2) Send a copy of the report to each member of the general
assembly, using the member's senate or house of representativeselectronic mail address.
(c) The legislative services agency shall periodically compilereports received under this chapter on a CD-ROM or other suitablestorage medium and shall distribute copies of the CD-ROM or othermedium to any member of the general assembly who requests a copy.
