Agreements between governmental body and operator
    Sec. 1. A governmental body may enter into an operatingagreement with an operator for the operation, maintenance, repair,management, or any combination of operation, maintenance, repair,or management of any public facility for any public service to beperformed on behalf of the governmental body.

Construction of public facility with public funds; commonconstruction wage
    Sec. 2. If a governmental body enters into an operating agreementthat involves the construction of a public facility with public fundsunder this section, the operator or any contractor or subcontractorengaged in the construction of that public facility shall pay thecommon construction wage as determined under IC 5-16-7.
